Right click on the shared file, then you'll see the pop-up as shown in the attached pic.

Please look at the setting selection pointed by the red arrow,

it is a selection that can be switched to allow others to download the file or not.

In the pic below, you may click the selection to stop others from downloading the file.

Generally, files shared are set to allow others to download, but for some types of files, they are set as "not allowed"!

So, you may right click the file to change the setting according to your need.
