Step one and two: Inflate 2 white balloons leaving a 3 inch tip. Make a two-balloon (or staggered) hat base leaving one inch bubbles on each side. Bring the balloons up and twist about 12 inches. Pull one of the balloons under and back up to lock them in place so they won't un-twist.
Step three and four: Twist two bubbles about 3 inches, then make a double pinch twist. This forms her body, neck and arms.
Steps five, six, and seven: Make each arm of the angel about 7 inches long and then make a pinch twist on the end of each of them. Twist them in half to give her elbows. Twist the pinch twists together to form her hands. Inflate another white 260 leaving a 6 inch tip. Make a one inch bubble and twist it in the middle of one side of the hat base. To form her skirt, bring the balloon up and make one more 12 inch bubble. Twist it at the base of her body. Make one 1 inch pinch twist. Now make one more 12 inch bubble and twist into the other side of the hat base.
Steps eight, nine and ten: To form her wings inflate a white 160 leaving a half inch tip. Burp or soften the balloon slightly. Find the middle of the balloon from the knot end and twist the balloon to make two large bubbles. Wedge the balloon between the two pinch twists that form the neck and between the pinch twist at the base of her body. Bring the wings to the back and pull one of them through the other to lock twist it in place. Shape the wings.
Final Steps: Add an under-inflated 5 inch pink round for her head. Inflate a gold 260 leaving a 6 inch tip for her halo. Start with a 1 inch pinch twist, then wrap it around her head to form a loop, twist. Make a one and a half inch bubble for the back of the halo and twist it into place at the back of the neck.
