These are eucalyptus trees, and we call them paper bark trees here.  I remember once I was showing a visitor from China around, she was in her 70s, I remember she was really surprised to see the 10 meter paper bark trees still flowering.  I suppose that properly why they are classified as evergreen, or perhaps ever fertile too.  When they flower, the blooms are so abundant, if you leave your car parked underneath for a few hours, the windscreen would get covered with  these tiny white petals.
