有! Boot from CD or DVD.....
in Windows XP setup menu Press R.
then will get in Windows Recovery Console
Type:

chkdsk /p /r c:

wait 100%

Continue to fix if other partitions (replace c: with d:/e:/f:/g:/.......and so on)

chkdsk /p /r d:

wait 100%

all done, restart!

first, you have make sure, your hard drive are new or working or not ....can you see your new hard drive detect on bios?? if you can see it on your bios. it means...on following:
is your hard drive too big???? what kind of os are you using? if xp system, you have hard drive limit. for example: win2000  hard drive limit is 130 gb. ..if you have 200gb hard drive then u have seprate the partitions, one for 130 and anohter on 70gb....depend..on .............

to check whether the hdd is functioning or not:

1. go bios to check whether can detect your hdd

2a. if yes, your hdd is detected, then try to log in window and right click the "My Computer" ---> Click "Manage" ----> click "Disk Management" ---> if can found the drive without recognize, then try to right click the drive that haven't recognized and then click format. After a while, your drive is recognized. Done.

2b. if no, then try to un-plug your hdd and connect to other PC and see whether can detect or not, if yes, try no. 2a that i mention above. If no, then your hdd might be damaged.
